The office cleaning cost in Greater Lisbon comes in two very different parts. Routine cleaning (bins, desks, restrooms, floors) is a labor contract, priced mostly by hours on site, and Portugal's national minimum wage rose to €920 gross per month on January 1, 2026, up from €870 in 2025. Deep cleaning of the fabric in your space (carpet, upholstered chairs, waiting-room sofas) is a periodic job priced per piece or per square meter, and it is the part Really Clean does. Why does the 2026 minimum wage matter for your cleaning bill?
Most of what you pay a routine cleaning company goes toward people's time on site. When the wage floor moves, the cost of every hour a crew spends in your office moves with it.
The increase was set by Decree-Law No. 139/2025 of December 29, 2025, and took effect on January 1, 2026 (Santander, "Qual o salário mínimo nacional em 2026?"). The cleaning sector also has its own collective agreement, covered in the next section.

If a routine cleaning proposal you received in 2025 looks different from one you get today, rising labor costs are a large part of the reason.
How does the cleaning sector's collective agreement affect contracts?
Companies that clean buildings in mainland Portugal are covered by a sector-specific collective labor agreement (CCT) between APFS and the STTEPS union. The new agreement took effect on January 1, 2026, and runs until at least December 31, 2027, according to the Boletim do Trabalho e Emprego No. 6 of February 15, 2026.
For a facilities manager hiring a routine cleaning provider, that has two practical effects:
- More predictable pricing through 2027. A multi-year agreement gives providers a clearer view of labor costs, which makes longer contracts easier to price fairly.
- A reason to ask questions. A quote that seems far below the market may not account for sector wage rules. Ask how the provider staffs your account and how often it reviews rates.
When you sign a multi-year routine cleaning contract, look for a clear clause explaining when and how the price can be adjusted, and check whether carpet and upholstery work is included or left out.
Which factors decide how much deep cleaning your space needs?
Routine contracts are priced by hours. Carpet and upholstery steam cleaning is priced by what is actually cleaned, so these are the factors that matter.
How much fabric you have
Count the seating and measure the carpet. Fitted carpet is €7/m² and rugs €12/m². Armchairs are €25, 2-seat sofas €45 and 3-seat sofas €60. Office and waiting-room chairs vary by type, so we confirm those in the quote.
How heavily it is used
A reception sofa that sees dozens of visitors a day needs attention more often than chairs in a quiet meeting room. Many offices clean high-traffic areas more frequently and the rest once a year.
How dirty it is
Pieces with grease, ink, or old stains, or that haven't been cleaned in more than two years, carry a 35% surcharge. Regular cleaning keeps you out of that bracket.
Timing
With 170°C steam and same-pass extraction, fabric dries in 4 to 6 hours with normal ventilation, so a visit at the end of the week or on a Saturday means seating is ready for the next working day. We work Monday to Saturday, 8:00 to 20:00.
Location
We are based in Torres Vedras. Travel is free within the municipality, €15 extra up to 30 km, and €25 extra for Lisbon and Greater Lisbon. The minimum job is €60, VAT included, with travel charged separately.
Why does this guide not quote an average routine cleaning rate?

What should a good office cleaning contract include?
A clear routine cleaning contract protects both sides and makes quotes comparable. Look for:
- A task list by area — workstations, restrooms, kitchen, reception, meeting rooms.
- Frequency for each task — daily, weekly, monthly.
- Schedule and access — days, time windows, keys or alarm codes.
- Supplies — who provides cleaning products, paper goods, and soap.
- Extra services — whether carpet and upholstery deep cleaning is included; if not, budget for it separately.
- Price review terms — when and how rates can change.
- Notice period — how either party can end or adjust the agreement.
- A point of contact — one person to call when something needs attention.
How do you compare quotes?
For routine cleaning, line up proposals side by side and ask each provider the same questions:
- How many hours per visit have you estimated, and how many people?
- Which tasks are included, and which cost extra?
- Are products and equipment included?
- How do you handle staff absences so visits aren't missed?
- How and when do you review prices?
For carpet and upholstery, ask what method is used, how hot, whether the water is extracted in the same pass, and how long the fabric takes to dry. If one quote is much lower, check whether it covers less.
When is carpet and upholstery steam cleaning worth it?
Routine cleaning keeps surfaces tidy, but carpet, office chairs, and waiting-room sofas hold dust, odors, and stains that a vacuum does not fully reach. They are also the first things clients and patients notice.
For clinics and waiting rooms
Upholstered seating gets heavy use from many different people. Periodic steam cleaning at 170°C removes stains, grease, dust mites, and odors without harsh chemicals, and the seating is dry the same day.
For offices with carpet
Carpet collects dust and allergens over time. Scheduled extraction cleaning, a few times a year or more in high-traffic areas, can extend the life of the flooring and delay replacement. An optional fabric-protection treatment (€4 to €34 per piece) helps repel spills afterward.
For restaurants and retail
Fabric chairs and booths shape a customer's first impression. Adding them to a periodic plan is usually simpler than reacting to visible stains.
Budget for these as separate, periodic line items rather than folding them into every routine visit.
